Changes the verbosity of service placement health reporting.
https://azure.com/$/ToggleVerboseServicePlacementHealthReportingIf verbosity is set to true, then detailed health reports will be generated when replicas cannot be placed or dropped. If verbosity is set to false, then no health reports will be generated when replicas cannot be placed or dropped.
